The newly published Y‑PERN report provides the first in‑depth assessment of how political leaders, chief executives and senior officers across Yorkshire and the Humber view the evolution of devolution during a period of significant national change. Drawing on interviews conducted in 2024–25, the report presents key findings including strong support for regional‑scale collaboration, concerns about uneven capacity, funding pressures, and the absence of a clear, collective regional voice. The report sets out recommendations to strengthen regional partnerships, enhance strategic influence, and embed more evidence‑informed approaches to future devolution.
